Top Of The World Elementary. Top of the World School is one of two elementary schools that serves Laguna Beach. It is located in the hills above the city, overlooking the Pacific Ocean to the South and the Saddleback Valley to the East. The Top of the World (TOW) neighborhood has a strong sense of community that is represented by the school. The school serves grades K-5 in addition to a special education preschool and a ‘school within a school' known as the Community Learning Center (CLC).
